What's going on Initiate, Bird here and in this video we are going over the most brutal super mutants in Fallout that is actually apart of the Enclave, Frank Horrigan.

Special Agent Frank Horrigan is a super mutant and an agent of the Enclave's Secret Service in 2241. He serves as the final boss of Fallout 2.

Honestly he was the only Super Mutant that actually achieved the goal of the FEV project, he was an intelligent, fiercely loyal and had all the benefits of a Super Mutant with none of the typical flaws present in early Super Mutants, he was the perfect super soldier

I know that he was an unique mutant, but honestly I wouldn't be surprised if he was an inteligent behemoth under all that power armour due to his size

I just realized the final confrontation was kind of like David and Goliath

they really made sure to make frank horrigan feel like a darth vader/force of nature for the enclave when it takes a protagonist with the moniker of “The Chosen One” to defeat him

I still think the Enclave fell too easily, but like villains in great movies or comics, they kill off the best villains too fast.

apparently his armor was built AROUND him, and the writers said that the only reason he could be defeated was so that the game could end

My man was so strong that the wiki says that only The Chosen one MIGHT have been more lethal and deadly than him, and The Chosen one canonically had the help of Marcus and Sgt. Granite along with his squad.

Following those events the Enclave attempted to clone Frank, but was only able to yield less then favorable results in the form of the Frankies, smaller and mentally regressed versions of the infamous secret service agant but just as strong and durable. So strong infact that they were able to break container and escape in to the wasteland

Horrigan wasn't TOO much of a freak with to his men, considering the security footage where he kills Matthew in the Brotherhood of Steel's San Francisco bunker. Frank punches Matthew into literal chunks of meat... and then says "Well it's about that time, how about lunch?" and his two subordinates are like "Aw heck yeah!" and "I'm absolutely there"
