I think it's a bit excessive or unnecessary with the runners boots as smgs are already the fastest heroes in the game. But I guess it makes sense with raven, as you might want a quick escape from other smgs, after you've scanned the area.
Raven and angel are still two of my absolute favourite heroes. I mostly play with full personal gear sets. But I'll also play with 4 Skeleton set items to get 10% extra fire range, which can be crucial especially for raven.
Whatever rocks your boat, i guess.
