China's metropolises are concentrated within the eastern half of the country. The west is mostly mountainous terrain with a sparser population. China also has excellent high speed rail between its largest metropolises, reducing the need for air travel. Shanghai to Beijing is slightly less than the distance from New York to Chicago, and you can travel that by train in 4.5 hours. It's a 2 hour flight and when you consider the time needed to travel to the airport, you're barely getting there faster via plane compared to bullet train.

Don't forget China is more well connected infrastructure with its high-speed rail and subway network. Meanwhile in America you only can either drive or fly. So negates the urgency in private flying or building new airports

HSR in China aren't affected by weather conditions and delays unlike commercial or private jet. It also have a very good safety record.

There's another factor Steve. Domestic flights in China are smooth with spanking new modern airport infrastructures, there is no bumping off paying passengers BS and no one dares to act funny on-board any commercial flights.

I think the primary reason is that the airspace is controlled by the military, and it requires a lot of paperwork to get permission to take off and land, plus you need to apply days, if not weeks, before your flight. Not exactly what corporate users are looking for.
