after creating the os how allocate the os to nested vm

I have an application without .mdf, but it has .sql with commands inside, am not an expert but if there is no sql database how am going to restore the database,
some open source application in github, they give instruction for example just create database and open the package manager console and
type
sqllocalDB.exe stop
sqllocalDB.exe delete
sqllocalDB.exe start

update-database
then the database will be updated with all information tables and other stuff.


now my issue, i have graduation next month, the application i have
i can't follow the above steps to update the database, can you help, please?

i did all this yet never got internet on the nested windows.., used same azure cloud winows
