No. The report did NOT exonerate the board. The report SAID that they did not investigate the organization of RZIM which is the board. The SECRET board with his daughter as CEO IS RZIM and paid for everything and knew what they were doing. Who are you? What is your connection to RZIM?

We as Christians have to define anew what we consider as faith and whom we can consider as a believer. If we believe believers have the holy spirit, this spirit transforms lives. If we say you can have the holy spirit without visible transformation of your life, than there is no holy spirit and the gospel is a nice myth. That is the practical problem. How much ongoing rebellion is congruent with faith or claiming to have faith? This question has been ignored too long by the evangelical industrial complex.
