Withouth fully cancelling damage methods, like a totem or slow fall potion, you can actually survive the highest with a horse.
Many people think that the horse clutch, as the boat one does, fully deals with the damage, while in reality you start getting damage in the millions of blocks, so, if I remember correctly, you can survive like a 8 mill-ish fall in survival if youre riding a horse plus other things like the haybale and stuff
