Why are two letters used in English for this one Hindi "व" sound?

Because these are two different sounds.
When saying W:

- Lips are rounded
- There's no obstruction of air

When saying V:

- Lower lip is behind the front teeth
- Air passes through the teeth

Therefore, words made from these sounds have different meanings, such as:

- Vest: a sleeveless jacket
- West: a direction
- Vet: an animal doctor
- Wet: meaning damp
- Veil: meaning a cover
- Whale: a sea mammal

That's differences between W & V, which didi taught us. That's even in the title of this short; but the actual question – "Why there are 2 English letters, W & V, for 1 Devnagari letter व ?" – it's answer, didi actually didn't taught us. Here is the answer :-

First of all, the question itself is wrong. It should've been "Why there are 2 English letters, B & V, for 1 Devnagari letter व ?" cuƶ for W, there's ब. As in – वुलंद दरबाज़ा or वुलन्द दरबाज़ा. And the reason for व having 2 English letters to represent it's sound is simple, when there's a light-भ sound, which can't be represented by भ, व is used. As in – शूरवीर (Shoorveer), शिवाजी (Shivaji) BUT, What creates that light-भ sound ? If the word, next to व has a vowel sign and the word next to the word which is next to व has a vowel sign, व becomes the light-भ sound, which's example, I already gave.
