How do we then download a pdf file(s) that are not in a dynamic url, the path always change and also sometims there are no files how do we go about it?

Lets say a website has two tabs only when the second tab has files(pdf), when it is doesn't have files you have only one tab, so i want to build a robot that will check for that and navigate to the second tab if it has file(s) to download. can you make a video of that because a lot of videos about scrapping are focused on shopping sites and on others it is extremly different.
