If that's the case, maybe it's because the only 1 way to get Waddles was for Dipper to sacrifice his chance at a relationship with Wendy. By this, Dipper was able to prove to Mabel in Mabelland that she meant more to him than anything else. In every other universe, he either couldn't be unselfish or couldn't prove to her undeniably that he would always be there for her. The proof is in the piglet.

That actually makes so much sense because in the time travel episode there was only one universe that was acceptable and that was the universe where Mabel got waddles
Literally every other time they tried doing it they couldn't get waddles as well

My headcanon is that, given dipper made taht sacrafice for mabel the twins were closer. So having that fallout would lead to stuff like mable staying in the bubble. Or even not saving dipper at the sock opera. Or even dipper making a deal with bill for windy. So i think that waddled being symbolic of dipper and mable working together without a rift in their friendship was the reason

As you said before, it makes sense if we imagine all the universes being all the possible numbers between 0 and 1(with 1 being the perfect universe where they defeated bill)
If we imagine that this universe is the perfect universe, it means every single thing happened in the show was necessary for beating bill. EVERYTHING.
