Tech Savvy actually isn't the worst card! It's a really good pick, 5 seconds could really save your life. (Seriously, pebble was turning right around the corner when I was about to finish the machine and the Tech Savvy card was activated.) I find it funny that people think it's useless when basically you can save an entire heart and save time.

Edit 2: Many people apparently don't know what DECRESES TIME Means???? It means LESS TIME to complete machines. WHat do yall want more time for machines? Another cad that gets similar confusion is electrician. On floors <20 it decreases the blackout increase from 2% - 1.5%, which is useless, but it ALSO decreases max blackout chance from 30 - 25. Please check the wiki for more detailed explanation.
