Re chemicals:

Sodium percarbonate (precursor to hydrogen peroxide when dissolved in water) is the norm, but some also use sodium metasilicate (or a blend of these). Make sure that any blend you create has an alkaline pH (don't mix acids and bases).

Oxalic acid can be used post cleaning and rinsing to whiten to wood too, with emphasis on dark spots.

Regarding percentages, do more research (it can be dependent on condition).

Organoil wash-a-way is a good brand in my opinion, unless you need to strip off synthetic coatings.
