When someone says "encrypted email" it refers to end-to-end encryption. All email providers that are up to modern spec, uncluding providers like gmail use SSL/TLS encryption. So Encrypted email refers to end-to-end encrypted services. All the examples on this list except for fastmail are end-to-end encrypted. Fastmail, just like google can read your emails and their USA location completely defeats the purpose of putting it on a list like this.
