I honestly believe the theory about him having borrowed the tsaritsa’s gnosis, after all he’s the number one of the fatui. We also know that capitano is an ordinary mortal thanks to the character’s voice lines

Nahida said that the first three Harbingers are just that powerful that they can rival gods. Also Capitano is told to be "mere mortal challenging gods" according to Varka.

Capitano is definitely not BSK. BSK pledged his loyalty to the Abyss, and Fatui are against Abyss. Also BSKs sense of justice is twisted, while Capitano is claimed to be "ever righteous". And before you say that he joined Fatui, so you can call his justice twisted — you are wrong. Because Scaramouche said that his "righteousness" is a latent danger, which makes sense, because for a villain being just and noble is not the best quality. Also in the recent leaks it is said:

"People will at first deem him to be dangerously righteous and so is prone to trickery, however they will soon learn that no trickery works against absolute power."

This aligns perfectly with what Scaramouche said. Same leaks also said that Capitano is loyal to his contry and Tsaritsa only. Hence he probably DOESN'T CARE ABOUT NATLAN, so him making "new rules" for Natlan may be just Capitano saying that from now on Mavuika should follow his plan instead.

Arlecchinos voiceline about him is that Capitano is "very powerful, and that power comes WITH A HIGH LEVEL OF RESPONSIBILITY". So Arlecchino implies that Capitano is not just powerful overall, but he is extremely important figure and his powers play big role in that.

Why?

Lets go back to the Fatui army. It's no rocket science they have THE MOST overwhelming presence ALL OVER THE TEYVAT. But how? Even if Snezhnaya people bred like rabbits and experinced demographic spikes more frequently, they would still not reach the same numbers of conscripts they have to this day.
Until they somehow find more... Or **get back the ones they lost**.
Think about it. We have Fatui soldiers that look as if they are fully covered in bandages, and their eyes glow. Why?
Because they are DEAD and they were BROUGHT BACK by NECROMANCY. They are THE ONLY MALE RANGED UNITS because they are just rotting CARCASES, hence they are NOT STRONG PHYSICALLY and have their faces covered like MUMMIES. They also use PYRO/GEO SHIELDS to make them LESS FRAGILE.

Now lets remember WHO is responsible for Snezhnaya military — Capitano. If we recall Arlecchino words again, we can make a picture: Capitano is Koschei (lich in Slavic folklore). He is insanely powerful, because he posesses ability to manipulate life and death on a whim, and he has a huge amount of responsibility BECAUSE HE IS THE ONE WHO IS RESPONSIBLE FOR THE ENTIRE MILITARY PRESENCE OF THE FATUI. It is just TOO convenient to have a necromancer on your side in a war. And the reason he is first is also probably because if other Fatui Harbingers will die he will be able to ressurect them and command them.
Also Mikas story about Capitano that describes soldiers SPECIFICALLY under HIS command as quiet, obedient and "ghostly" adds to this a lot.

Now, why Koschei specifically? First of all: it's logical, since the region is Snezhnya that is inspired by Russian Empire. Second: Koschei is THE ONLY LICH in fiction, that is not technically undead — he is just "Immortal", or "Deathless".

Third: EVERYTHING in his design has some sort of relation to Koschei.

Chains on Capitanos torso resemble ribcage. The hollow heart-shaped accessory the "chain-ribs" connect to seem to imply that he doesn't have "heart" or more likely "DEATH", just like Koschei hid his death in phylactery; animals, objects, etc.

The "jaw" on his mask that is made out of metal resembles beard. Koschei in Polish and Czech folklore is also called "Koschei The Copper Beard" (yes, Capitanos "jaw" is not made out of copper, but it still metal). As well as the entire helmet (in Serbian and Slovak folklore he has similar folklore figures called "Head of Steel").

He is told to have glowing blue eyes: a common feature for undead characters in media.

He has a lot of gold accessories on his suit, just like Koschei who loves gold.

Finally: the "scales" on his elbows do not look like scales, because they seem to separate too much (scales usually cling to each other tightly), they look more like feathers. His coat accessories look more like scales. And guess what? Koschei, judging by the tales, is able to tranform into BOTH: a RAVEN AND a DRAGON.

Let's also not forget that one of Natlan themes is RESSURECTION, which may contrast greatly with Capitanos NECROMANCY.

he might be hail from the cryo tribe of natlan (which is not in the 6 tribe), which i suspect is the night domain. so he is the survivor of the night domain or one that his ancient name already erased.

Capitano is actually Varka, the Knights of Favonius grandmaster who went into an expedition and considered the strongest in Teyvat. In reports to Mondstadt, he's supposed to meet the Capitano. He is very loyal to Bronya, The Tsaritsa, the powerful cryo catalyst archon.

okay I have been Saying this since the start of the Game Capitano is Kaeya's Grandfather and he has our Sword from the opening Scene with the sustainer when we cot separated from it ... and Why Kaeya is always with the Fatui is because he knows who Capitano is and wants proof so he can confront him and this is why all the similarity's and Kaeya wants answers this is why they both use teh same sword hand use teh same fighting technique and same bod shape and how did he become as powerful as a god well kaeya's story about teh sword that fell from teh heavens was real He has our sword we lost from the battle with the sustainer and he uses it to gain his power of a god

he is definitely kaeya's master. maybe he teach kaeya in someway. i hope this is real. if its not, capitano should be somehow had relation with kaeya.
