I downloaded this a few days ago but realized that there's no NPCs. I searched up why this happened but could only find sites from 2014 saying that they're working on it and then no updates. Is the game actually finished yet or not?

Hardly a "horror" game but whatever. Anyway I played and turned off the footstep sounds they're irritating as shit. That and I found that playing with the revamped controls is way better than the standard
