Instead of hiring a GM with extensive small market experience he hires Cherington from Boston a high payroll team. How about poaching the GM from Milwaukee or Cleveland or Tampa Bay?

Could also be that he wants to be in or near Pittsburgh for some reason unrelated to work. For example, better place to raise children, near an unwell family member, and so on.
