I think the scarier one is the one that likes his change because it seems the hero has made a horrible change to give the villain a advantage yet the one disapproves the change seems like the Hero is stronger

I love these ones in particular cause they can be interpreted in numerous ways-
Fears improvement could be used for a smaller, less major villain in a series or whatever. Or it can show that the hero has become much similar to a villain/monster, its terrifying

Admires the improvement can be used for a much more stronger and major villain that is able to face the hero and knows that the fight will be good. Can be pretty scary too cause he dont give a shit
