My mistake. Its 2 kills in pvp. I forgot since i dont use unrelenting.
To summarize: unrelenting is terrible for a bow. Youre either peeking and pacing shots or youre cleaning up with another weapon. These two styles dont work as well with that sort of perk.

Actually this catalyst is perfectly fine for the weapon. Unrelenting makes it work with the poison in pve/pvp. The bow is already incredibly strong at base so it makes sense why it gets these. Also the reload speed boost increases the number arrows you can fire in succession. The Stability Boosts helps its AA at ranges beyond what it can hit with ease. The Stability ALSO increases the poison arrow window (when not using Oathkeepers). Otherwise, the bow has incredibly good stats with this and I'm all for it.

The buffs to reload and stability are helpful in pvp, but they didn’t want to make this gun much better in pvp, that catalyst is more focused on making it better in pve.

you know, I know that technichally it's catalyst is unrelenting, but considering the weapon is void, this bow with volatile rounds is amazing, the poison spreades the volatile over an area it's so good for add clear. and I'm sure you can one tap to the head with volatile rounds. in pvp. which can then help you proc unrelenting... so yeah it's technichally not a part of the monarch, but sometimes I think bungie buffs things based on what they think you'll use it in conjunction with. it's like star eater scales, by itself the orbs doesn't seem to do much, but with the aspect that makes taking orbs grants devour, you can use this orbs to empower energy converter, the feast of light, grant devour, regen your abilities thanks to running absolution, it's amazing synergy even when your super is full, and then you get the overshield and healing on super activation and because you're allowed to take orbs while your super is full you are allowed to get devour while your super is, and use the mod devouring depths much more easily. other wise you would have to hope you pick and orb at the same time your super got capped, which is not so easy in raids where you're gonna use a banner and your super would already be full. Meaning you can't take orbs to proc devouring depths in those scenarios.

Unrelenting procs on the 2nd kill in pvp and you have like a 7-second time window between the kills

I do think Bungie is going to tune Le Monarque in the damage department by probably making its damage values in pvp equal to a precision bow. From 151 + 8(3)/101 + 8(3) to 127 + 8(3)/77 + 8(3) which is converted to from 175/125 to 151/101
