If it's not a residential building, then Tension reinforcement is NOT proper.
Imperfect design.
Failure of structure is on the way.

Sir, you have provided two side bars on either sides up to a length of L/4 distance from the column as extra bars. But at the bottom the central rods are provided for the full length., not curtailed.

Your Beam is not properly designed
its depth and reinforcement is not according to span.
28ft is a big span but your reinforcement is not enough

Placing main bars at middle ht of beam what is the use
How you deside lever arm for that rods
In fact such place concrete is also not necessary.example 'i' section
That middle rods ment for -ve moment or for +ve moment
