The purpose of this video is to explain the new global IMO sulphur limit in marine fuel of 0.50% coming into force on January 1st 2020. The video will highlight operating solutions, concerns and management tools available to enable compliance.
From the 1st January 2020, a new global fuel sulphur limit of 0.50% will apply to all ships operating outside emission control areas (ECAs).
The mechanical solution is to install exhaust gas cleaning systems, or ‘scrubbers’ that remove sulphur by passing the exhaust gases through a spray of seawater. Other vessels use alternative fuels such as ethanol, methanol, biofuel and LNG. But for the majority of ships, the solution is to burn low sulphur fuel. This presents a number of challenges: Will there be sufficient supplies of fuel available, will the quality be consistent and reliable, will storage and compatibility be issues?
The SIP (Ship Implementation Plan) provides a checklist to ensure compliance when bunkering and during engine operations.
If a ship cannot obtain compliant fuel, they can complete a Fuel Oil Non-Availability Report (FONAR). This enables a vessel to record why low sulphur fuel could not be bunkered and what resolution is planned. The FONAR may be taken into account by Port State control, but it is not an exemption from complying.
The 2020 Sulphur Cap is a landmark decision for both the environment and human health, marking a new chapter for industry stakeholders, from charterers, ship operators and crew to suppliers.
