So Perpetua is from Darkest Night. She is the last and most powerful member of the The Hands aka The Hands of Creation. They were supposed to die as they created a Multiverse. But she didn't. She went on to cause Crisis on Infinite Earths.
Since Lucifer is a Post Crisis creation the angels were likely what The Presence came up with after The Hands failed.
Also Elene Bellec is The Presence of her creation. Which is also likely the Post Crisis Multiverse after The Presence retired.
Then we have Dr. Manhattan who was able to empower the Justice League Trinity to almost beat Perpetua if Wonder Woman didn't hesitate. So Dr. Manhattan scales just below the OG Presence.
So by these new rankings Lucifer is 5th most powerful.
