Pastor Tim explains the difference between penance (a counterfeit repentance) and true repentance. There were many religious pretenders in Jesus' day and today is no different.

Very true. GOD wants a change in our heart, so that our behavior changes. And God sees the heart, He wants us to agree with His Heart. And true repentance is good for us as well. Penance is a never-ending cycle.

I’m looking for a discussion on the early Roman Catholic Church’s understanding of penance vs the Protestant reformation’s view of repentance

Your analysis might be described as "rash judgement". I'm increasingly turned off by this wholesale mischaracterization of Catholics as phony unrepentant hypocrites. The idea of penance is to actually act out your repentance in a way that forces you to truly turn away from your sin and toward our Lord. No devout Catholic thinks they are earning forgiveness of sin by penance. They know that forgiveness comes through the merits of Christ alone.
