I worked for the Federal government for 30 years retiring in 2019. The government is exempt from almost all federal regulations legally. They do abide by most but they don't have to.

I bought a 00 golf diesel tdi with 285k miles on it for $750. She treated me good and I sold the engine at 485k when the body and frame gave up. Its still living on as the powerplant in a 90's Jeep Cherokee.

I have worked at an assembly line at a tractor manufacturer, the only ones without any emission stuff were for the military, it is said they need them to be as reliable as possible. This is in Europe too.

I work for a certain state agency. We had a truck that needed a new DPF. The DPF was removed and the truck was deleted. It's still a stock tune minus the emissions stuff. We're still using it.

My 2008 Volvo V50 2.0diesel is one of the last to be built without a DPF so it still passes emissions test every year.
It had an intermittent non start problem caused by sticky EGR valve, valve would stick in open position. Engine would turn over fast but not fire, like lack of compression.
Was a total mystery and caused me to be late and get recovered once... Several mechanics and myself were baffled, the problem would just cure itself. No fault codes or lights on dash.
Got on the old Internet forums and found the solution (that didn't involve removing the EGR valve to clean or replace)
The car would start first go after giving the EGR/ throttle body housing a few gentle taps of a hammer to free ithe stuck valve.

Had the car nearly 10 years and recently realised problem had disappeared for over a year...
I thought maybe it's because I'm doing so much motorway driving & the flow of air is keeping things cleaner?
Then I noticed a little vacuum pipe had split to the point of being totally ineffective. It basically stops the EGR from opening.
So, the EGRv effectively deleted itself and solved the no start problem.!
The EGR is just always closed now, maybe NOX emissions are worse but there is no visible soot increase from the exhaust. She burns clean and returns average 49mpg with. She's done 200k miles and is still very economical.
So many newer diesels are unreliable because of all the emissions related stuff.
I just keep maintaining my old car because I'm certain it's more reliable than newer models even with the high mileage.
I do get stung by low emission zones like London and more places are planning to charge high fees for city access for older ICE vehicles. So eventually the system will force all diesel cars off the road. (Maybe exemptions for diesel buses or heavy goods vehicles).

I'm going to keep my old diesel going as long as I can.

School buses, public transportation, snow plows, military vehicles, et al. I’ve been asking this question since 2008. So my tax money pays for “reliable” vehicles for government employees yet I cannot buy one for myself? Rules for thee, not for me.

The governments vehicles are built to last. The civilians vehicles are built to be replaced regularly.

In the USMC we called gear, white gear or green gear. Let's say the base in the US bought a diesel truck off the dealership parking lot at a dealership in the USA and the truck will NEVER leave base and will stay in the USA forever and that truck is final tier 4 emissions and requires Ultra Low Sulfur Diesel, that is white gear.
When you have green gear, that gear had to be spec'd out for specific specifications by the DOD for that branch of service, a contract is made for X number of production, the truck WILL be used globally, has ZERO emissions tiering, BECAUSE it has to run off JP8 fuel, which is close to kerosene. This is green gear.

JP8 gets mixed with additives to accommodate other equipment. JP8 goes in other diesel equipment such as generator sets, other ground driven vehicles, and some air frames (usually rotary wing, helicopter).

The government wants reliability. Emisions requirements are bad for reliability and fuel efficiency.
