There's a faster way. After baking all keyframes, scale them by 0.5. Keyframes can't overlap, so Blender gets rid of half of them. Then scale them by 2 to restore their duration, and you're done!

Cant it be done by
1- keep pointer at frame one
2- decrease frame rate to 12fps
3- scale every key frame to half
Just asking, selection of every alternate keyframe I don't think it is a professional solution
Even though if doing so then you don't have to select each keyframe one by one. Just select two and then press "ctrl shift +"
Please tell me if there is a fault in these ways

Well, though it looks preaty accurate, that would look better if you manually creat all frames with constant interpolation

the easiest way i think,
1.turn your animation to action,
2. open NLA tb and add te action to track
3. open modifier and add stepped
4.change some value and you done
