Being a human in disguise would work well, my theory was that he'd be human in Vision's mind, stowing away at the back of his brain. Vision would also be in a human form in his head.

It was sort of a missed opportunity for MCU Ultron meeting Old Man Hank Pym. Just imagine the conversation these two have, but Hank Pym would say this when Ultron leaves like, “Good thing I pursued my inventions instead of a robot.”

For budget reasons I’m okay with Ultron disguising himself as a human but he better appear as a robot, either to tease a Wandavision reunion movie or an epic boss battle with Vision. Also if they do disguise him as a human, don’t do a Secret Invasion/Acolyte, have multiple people acting shady so when you reveal who’s Ultron it’s more impactful.
