Can i use it for daily basis but not for removing make up everytime ?

Waterproof eyeliner do not wash off easily even by cleansing oil. Im struggling to find good technique that will save my money and be usefull, because i use too much cleansing oil to remove my eyeliner and this is really hurts my budget. I found one useful but i need to use cotton pads what is not really cheap too at all combine with all expenses..
