how do you rotate 3d, but rotating using the face of the object instead of the x, y or z axis?

how to set text by default 0 deg as my command always comes with 270 degree. THis is very annoying

When I type "p" it says: "requires valid numberic value, second point, or option keyword.

It's so stupid that you have top draw a second line to rotate to. Why are there no tutorials of rotation by angle of rotation???
