Now it makes sense. All those people you see on dash cams/body cams constantly asking the police “what’s going on?”, “why are you arresting me?”. I guess “I can’t breathe” doesn’t work anymore.

In germany it is common practice to convict certain kinds of criminals from certain "demographics" under the "youth" criminal law up to the age of 25 years because they are supposedly "too infantile" to be punished under general law. This is how we get serial grapists with sentences like 2 months on parole after their third offense, which happens a lot.
