He used to be a little slower, a bit distracted, and whacky. Very likely recreating an autistic or ADHD children that the writers have known before we knew what those were.
Then he get dumber over time, ironically after the episode where we see him on the back of the bus covered in fumes. This was a theory I liked that the fumes just fried a few neurons.
The dropping the baby joke was just a bit too far when it came to the "Character origin" joke I think. He has always been dim but never brain damaged.
