I guess you didn't understand what he said, he said we need someone to fight "Right now", not someone that hasn't trained in ages and needs time to pick it back up, he wasn't underestimating Gohan, but he saw what happened to Gohan against Frieza after his revival, Gohan at that time needed time to train, he needed time the small tournament, he needed time for the actual tournament and he needed a lot of time for the Beast Gohan, Goku was always the one believing in Gohan's power when no one else did, like in the Cell Saga

Well he was indeed RUSTY at that moment. Its not that Goku doesn’t know his potential, cause he was the first one to actually know it and see it. But at that moment, Gohan hasn’t been training and there’s no way he could’ve prepared well enough with little the given time

Goku wasn't Underestimating Gohan, he just saw that Gohan is Rusty to fight. Gohan stopped fighting in the four years between The Buu Saga and The Battle of Gods Arc. And RoF shows the consequences of a Gohan who stopped Training. Gohan Was just Rusty he stopped Training that's why he got Weaker in the Buu Saga and Resurrection F. And i know that Gohan trained after RoF but I'm pretty sure Goku didn't know that.
