The original Constitution didn't have the power to tax its citizens either. They actually had to amend it to do that.

Think of all the soldiers in our military who swear to uphold and protect the constitution but they have never read it.

The Constitution was modeled after the magna carta.

There were 8 Presidents under the Articles of Confederation and they were elected by the representatives of the states under the Articles. >:{P<

Just a minor correction: there was a president under the articles of confederation, but he had next to no de facto power to do much of anything
