What really happens to players after the NFL Draft?

So much is unclear about the time leading up to the NFL Draft, but what happens once everything becomes official?

It sucks to have to stay in shape like that all year because it's hard. But I mean. You're famous (some more than others), you are in amazing shape, and you're getting paid a ton more than most people in the world, and you get to play a sport that you love until you retire

Question :
Can a college player not enter the draft (even though elegible) and after the draft sign as a rookie free agent? not talking about refusing to sign after beign drafted, but just not fill the paperwork required to be drafted in the first place...
or, other question, can someone who has never played in college (or football in general) be signed to an nfl team without passing through the draft? lets say, for example, a rugby player?

I think they should shorten the rookie contract length by a year some guys are earning shit in the prime of their careers. 2 or 3 years max with an extra year being a player or team option
