After watching this until the end, I think Cynthia is one of greatest trainer lorewise. Starting with a dragon pseudo-legendary (who doesn't have a good starting stats) and having most pokemon of her team evolving by not so easy method to evolve, yet still have a decent firepower and coverage. While it's possible in anime Cynthia can lose to Leon/another Champion, She's one of greatest trainer and character in Pokémon franchise

Fun fact: In the later games, if a trainer's pokemon cant do anything against yours, they will switch out to a pokemon that can hit yours. This justifies him switching Spiritomb, since Spiritomb couldnt do any DIRECT hits

If we go by the setting, without game mechanics, then yes she totally could.
The real question should be, why would she even entertain the idea of becoming the Galar Champion?
First, Cynthia already has her hands full between her archeologist passion and her own league, with all the problems and obligations being a Champion includes.
Second of all and the most important, no Champion from another Region, least of all Cynthia, would play second fiddle to some Chairman, least of all Rose (for obvious reasons, slimy idiot). Leon did, because that is how things are run in Galar, until enough was enough and the idiot let out Eternatus.
