How to Convert PNG to Vector in Illustrator

Vector files are usually more versatile. They are scalable and they don't lose their resolution no matter how much you resize them.

This helped me understand the process a bit more, but FILE->PLACE is not available in my menu. Place is grayed out. I opened it another way, but still don't understand why it is grayed out.
