One major thing that could lead to better education, better traffic management system, better functioning of bureaucracy and better medical facilities would be the installation of cameras everywhere. Yes, it might sound a little stupid and childish as well, but the day you get cameras for monitoring, people will stop behaving like idiots. One example would be traffic policemen. Since the time body cameras and cameras on road crossings have been installed, cases of bribes have decreased. There are many junctions on Delhi roads where cameras are installed, and if you see, those are the most disciplined ones. Challans are immediately sent to your home address, and there is no need of policemen to give you a fine, which reduces bribery. Similarly, if cameras are installed in classes, teachers would be obligated to teach nicely, and if they do not teach or are busy on their mobile phones, they can easily be caught. Though quite a small thing, CCTVs are the way to go for making sure the population is highly disciplined, and this doesn't even take into account the literacy of the people.
