If your only pc is 16 years old, having the latest OS is the least of your worries.

tomshardware says PopCnt has been supported since the Intel Nehalem and AMD Phenom II era — 14 years ago -- so compatibility won't be an issue for any modern system

They might as well just release Windows 12 if they're dropping support for "older" cpu's half way through the OS lifecycle.
The main issue is they keep pushing newer minimum requirements whenever they feel like it.

You need the instruction SSE4.2 for Intel or SSE4.A for AMD to run Windows 11 24H2. That means every PC made after 2010 is safe. PCs without it can’t run the new Windows version.

I have installed dev build i5-6300u so most new processors will be able to support it

The only problem I am having is YouTube videos have started stuttering when I hover over another tab or click on the notification bell.

What's the biggest feature of Win11 24H2?

I mean, I don't really care, but I understand where Microsoft is coming from. Windows 11 is meant for modern computers. It's pretty resource intensive. dealing with people complaining about issues in windows 11 on unsupported hardware just isn't something microsoft needs. Furthermore, who the hell is still running a 16 year old PC and saying "hey, why not install windows 11? What could possibly go wrong!"

Dudes...
Windows 11 version 24H2 is expected to be released in September or October of 2024. This major feature update will bring several exciting new features and experiences, many of which are powered by artificial intelligence (AI). Let’s delve into the details:
AI Super Resolution: One of the most noteworthy features discovered in the Insider Preview 26052 build of Windows 11 24H2 is Automatic Super Resolution. This AI-driven enhancement aims to improve the visual quality of content by intelligently upscaling lower-resolution images and videos.
System Requirements for Windows 11 24H2:
Processor: You’ll need a CPU that supports the “POPCNT” instruction (Population Count). In the newer 24H2 version, system files including the kernel and drivers rely on this CPU instruction. Thankfully, CPUs released after 2010 already come with the POPCNT CPU instruction, so most users should be safe from the new CPU cut-off.
Memory (RAM): At least 4 GB.
Storage: 64 GB or greater available disk space.
Other Requirements: The older Windows 11 requirements still apply, including having TPM 2.0, more than 4 GB RAM, Secure Boot, and Intel/AMD CPUs released after 2018

Can you tell me at this current state where win11 is, how stable and fast/snappy is it? Is it really worth it or is it a good time to upgrade now from win 10pro as I had very strong doubts to move to win11 as a gamer, I would appreciate the answers!

Any CPU built after 2010 will support 24H2

Updated very minimum CPU requirements for 24H2: 2nd gen (Sandy Bridge) Intel Xeon and Core series (i3, i5, i7). They have SSE4.2 instruction with POPCNT.
