Neural networks approximate functions and you can plot these functions. Obviously understanding them becomes tricky as the number of dimensions goes up.
You can also arbitrarily approximate any given neural network with a decision tree.
Or you can transform individual parts of a network back into the input domain.
There are countless methods that help understand neural networks these days.
And even if you don't understand the model, you normally can still verify the results it produces.
This guy knows his chips but the way he talks about neural networks sounds like he just woke up from a 30-year cryosleep.
