two questions... a) what if toys aren't equal or greater to another dog? b) what kind of collar/leash syste is that dog using?

Yes, my dog does that hard stare, not realizing that she is instigating reactivity in the other dog. I have to get her to break that stare. Sure, look and acknowledge, but then break the stare. Going to a training club with LOTS of dogs made it easier, actually, because there were too many for her to focus her gaze on one. We worked a LOT on focus and engagement in that setting.
