That's really interesting because it basically sets the opposite expectations for what the meaning of the dragon warrior really is- the myths of the dragon warrior being specific things Oogway can do set the idea that in order to become the dragon warrior you basically need to become Oogway, but through the scroll being empty it is revealed that the dragon warrior is not defined by possessing the set of abilities Oogway has, but by a person's own abilities. This goes very well with the message of the 3rd movie "I'm not trying to turn you into me, I'm trying to turn you into you".

Dragon Warrior is a title. It does not come with a select set of skills or abilities. Oogway was the previous Dragon Warrior thus his abilities were that of a Dragon Warrior's. The same way Po's incredible resistance to physical damage is that of a Dragon Warrior's.

The scroll reflects those who look at it. The skills of a Dragon Warrior are yours and yours alone, only mastered and perfected to a fine edge. The secret ingredient is you, not chi magic nor some glorious title.

There was also another dragin warrior before Po and Tigresses quote was in reference to him. The Dragon Warrior prophecy is based off an ACTUAL dragon as explained in one of the spin offs
