The movie begins with Joe Colton arriving in the UK where he meets an old friend of his named Stillwell (played by Ian McKellen). Colton reveals that he is on important business and is looking for Ian Noble. Stillwell is not surprised and gives the address to Ian Noble's house. Joe thanks Stillwell and leaves. We cut to a house near London where Ian Noble (played by Andrew Garfield) is listening to "Rocketman" by Elton John. Joe knocks on the door, and Ian Noble opens it to find Joe Colton. Joe walks in and reveals that Noble was once part of MI-6. Noble realizes the man is Joe Colton, the first Action Man, and most commonly known to the government as "G.I Joe". Colton says that he needs his help finding a Cobra operative named Zartan. Noble thinks about it for a few minutes, but he does agree to help Joe Colton in finding Zartan. Noble gets into his closet to reveal a black stealth suit. Joe smiles and says that Noble has a good sense of fashion jokingly. We cut to a warehouse where Zartan is planning to put a crate of Ore-13 into a truck and bring it to Cobra Commander. Zartan orders some Cobra soldiers to make sure they don't drop it as if any sort of impact were to happen, the Ore-13 could explode. The next day, Joe and Noble arrive at the suspected location of Zartan, an old military base. Joe and Noble walk around the area to find Zartan. Joe asks Noble about his story. It is revealed that Ian Noble was once MI-6 and had a family he was supporting. But, terrorists from an unknown area came and killed them. Overcome with grief, he left MI-6 to try and cope with the loss. Joe feels remorse for Noble, since he lost his entire team in the Vietnam War. Before Joe can tell his story, Cobra soldiers ambush them and knock them out. Joe Colton and Ian Noble wake up in a warehouse to see Zartan and some Cobra soldiers loading Ore-13. Noble stealthily unties him and Colton out of their bonds and they fight the soldiers, killing about 2 of them and knocking the rest out. Zartan shoots Joe in the chest, making him fall down. Noble sets Joe down to protect him. Zartan begins to try and run away from Noble, but Noble uses a grappling hook to grab Zartan's leg and drag him. Noble and Zartan engage in an intense fight with each giving blows to each other. Noble seems to be losing until he plays dirty and rams Zartan into a stone pillar, dislocating Zartan's arm. Zartan says he remembers him from a photo, Noble is baffled by this. It is revealed that it was Zartan with some help from Cobra that killed his family, because they had connections with G.I Joe. Noble is enraged and begins to pummel Zartan to the ground until he starts bleeding on the floor. Joe yells at him to stop, saying that killing Zartan won't make the pain stop. Noble lets go of Zartan, looks at Joe, and picks him up. He puts Colton in the passenger seat of the truck, then ties up Zartan and the Cobra soldiers, and put them in the back of the truck. We cut to a few hours later, where Zartan and the Cobra Soldiers are arrested and sent to a federal prison. Noble takes Joe Colton to a hospital where he is suffering from his wounds. Noble asks Joe if what Zartan said was true about his family. Joe reveals that he was the second Action Man, and Ian Noble's dad was the first. In a mission in Iraq, his dad was killed and gave Joe the name of Action Man in his dying words. Joe feels like he is at fault for his dad's death and he should've helped his family out when he had the chance. Noble assures him his family's death was not his fault. Joe smiles and silently gives Noble his Action Man dog tag. This is where Joe Colton passes away. Noble starts coming and tears and begs Joe to go not die on him (similar to TASM2), but it is too late. We cut to 6 days later in the United States where a funeral is held for Joe Colton with the rest of G.I Joe in Washington D.C. Ian Noble is in attendance, mourning the loss of his new friend. "Without You" by The Kid Laroi plays in the background, as Ian Noble looks at his grave. Duke walks up to him and says that Joe Colton was a great man. Noble agrees. Duke says that Cobra is not done and they all the help they can get. Duke pulls out a business card saying "G.I JOE". Ian Noble is surprised and asks if he is serious. The movie ends with Duke saying "The world needs an Action Man, and they have it". Then it cuts to black.

ACTION MAN WILL RETURN IN G.I JOE: REAL AMERICAN HEROES.....
