The Department of Energy maintains its own personnel security program, with its investigations done by the Defense Counterintelligence and Security Agency and appeals and revocations handled internally. DoE also has its own clearance levels and classification terms. A 'Q' clearance is the equivalent of Top Secret, and an 'L' clearance is the equivalent of a Secret clearance.
