Yeah but what if you didn't buy the game on that account? All accounts are meant to be able to play when it's the primary.

Ok. Mine was slightly different. My kid was signed in when i went to activate as primary. Still couldn't play any games.

I had to switch user to me who purchased (or downloaded on PSN) the games, make the console the primary, then switch user back to his account. Then it worked.

so i restart my ps4, restore lisences, and rebuild database, it deleted one of my games and locked all my games and all from same user i have on rn, i wanna break my ps4 for trying my best to fix it, xbox is now better in my opinion
