I think I've figured it out:
- Today is Comic-Con, where people dress up as their favorite characters.
- The mother probably can get scared easily by scary characters, which explains the scream every time she sees a Huggy Wuggy character appear.
- Because everyone is dressed up for Comic-Con (as Huggy Wuggy characters, nonetheless), the mother is frightened by the ToTaLy sCaRy costumes everyone is wearing.
- And she doesn't know that Comic-Con is a thing, let alone understand what people do.

There is one redeeming factor that most life lesson channels manage to hit: a coherent story, where given the logic of the channel it kind of makes sense in the end.
Totally studios ignores logic and just writes the first thing to come to mind. They don't care if it makes sense or if it's good, they just care whether they have a new episode by the end of the week.
