If you go to Okinawa and find an old Shorin Ryu MATSUMURA Master and humbly respectfully ask to be taught the genuine original kata bunkai you might learn the correct intention

Thank you and keep up with the good work. I enjoy people arguing about this or that application and different approaches, even the mean comments (on a surface level) that this would not work. This is what Karate needs today. Compare the movements in the Kata from different styles, like wado-ryu, goju-ryu, shotokan, shorin-ryu, shito-ryu and so forth, look how they emphasize upward movements in the juji/manji uke, more a striking motion like gedan barai/gedan uke with ura ken. In the end, we are humans. Hopefully we have two arms, two feet, a functional body. Kata is a book. A tool. Everyone reads it differently and everyone highlights different aspects from it. Don't put the cart before the horse though, Kata is still a tool. The methods within do work, if applied the way they should - to all those nay-sayers.

The block and attack should be at same time if you are using kata sandan as example.
You are not using contraction and expansion when you are doing the black in the kata, you are only doing outside action.
