It should be treated as a missile attack from China if it falls on any major city. There are ofcourse military consequences for that. It should be let known fully to the Chinese side without any ambiguity.

21, 6 metric tons of weight (of the emptied rocket stage), that could consist of almost three qubic metres of metal. As a round compact thing this would measure well about 1, 15 metres in diameter (perhaps lacking burnt plastics). The general rule of thumb is that 20–40 percent of the mass of a large object will reach the ground, though it depends on the design of the object. Roughly a half to one qubic meter (as 4 to 9 tons) of mostly metal would impact or scatter, the crater would measure 5 to 20 metres across, mostly staying flat. Almost like a few cars would fall to the ground. A lot less intense then the Kamchatka meteor in 2019, but metallic meteoroids/meteorites would be said to be of a dangerous type, but it s a hollow pipe. Rocket stages dont scatter (fall to pieces)?
So how could be confirmated that the descend or drowning of the rocket stage is happening in an uncontrolled way? China would be deeply reckless risking a damage to humans, their government would receive a wordwide perhaps cascaded shitstorm in some way, i cant see why they would risk this. But China is putting out all its foreigners, maybe they dont profoundedly care anymore what happens outside of their country? Well see where the stage will hit.
