When the energy shortage started the PRC media stated that it was caused by complayance with CO2 emissions. Now it is because of a coal shortage. The government is trying to increase domestic coal production. It is my understanding that the PRC domestic coal is much dirtier some imported coal ( Australian coal ). Therefore many PRC power plants can not burn PRC domestic coal.

If these land auctions are no longer a sufficient source of revenue for local govts, this would mean these local govts will have to resort to taxing the populace to pay the bills.

When you say land sales, I am confused. It is my understanding that " The State " owns all the land and that property developers only get a 70 year lease.
