Why not use purifying filters, at least temporarily. I mean filtering may not entirely solve the problem, but my God, look at this residue. Seems there is no filtering at all. Before releasing river/lake water to households, water at least must undergo stages of (a) settling, (b) filtering, and (c) ultraviolet irradiation. Also, why people waste money on bottled water purchases, if they can install filters at their homes themselves. They can buy only water for drinking, in big 5-50 litter plastic bottles/barrels. For any other need - the water can be filtered locally. Delivering bottled water to homes is also a business opportunity. This is USA, not Africa, so the problem can be quickly solved on all levels, instead of dragging this to courts.
