Do people think the project manager just make up a number for the level of interest, thats how I think its usually done. Or should they have maybe 2 others also rank poeple so you can then average your rankings? Also Id be interested to hear how many actually keep this document 1)hidden, 2)anonymized, or 3)completely transparent if any stakeholder chooses to go to the shared folder and look?
