Maybe they could get some tips from South Australia, who spent over a decade under water restrictions in the late 1990's-mid 2000's due to the droughts that were ongoing for most of that period. I can just imagine, following our recent lockdown protesting, that people's memories are so short lived now that any new water restrictions will also be considered "unprecedented and undemocratic". Yeah, unprecedented this decade, not the decade before.
