Many points must have been given to Chozhas, its a bad analysis. Chozhas had very great administration and even a banking system. Chozhas had conquered the entire coast around the Bay of Bengal sea. They had 2 million army personnel consisting of 1 million infantry 3, 20 K Cavalry, 40 K elephantry, 1000 war ships of which some even carried elephants on them in their prime! They had trade relations with China, North Africa and even with the Romans I guess. Also, they used electric eels to destroy iron based ships of their enemies while they used ships that are made of a specific wood that will last very long without degradation. They also built the freaking rock cut temple called Thanjai Peruvudayar Koil!

So, internal and external affairs, Battle power and Battle Strategists, conquest and succession, Innovation all these will come to Chozhas, and Chozhas win. By the way call them Chozha Empire.
