The Rio Grande River

The Rio Grande is North America's third longest river. See its headwaters in Colorado and threat of drought in New Mexico. This is a teaser to a documentary I'm making about the Rio Grande.

So what is the currant USA Senatorial problem in the news today about the Rio Grande and Mexico? It seems some senator has brought before the Senatorial Senate a supposed problem about the Mexicans not allowing the water to flow in to Texas or something. But my understanding is the Rio Grande flows from Colorado then through New mexico. So I do not understand the problem. Isn't Mexico lower geographically in elevation?
